I noticed this PCLinq3 on my computer. I'm not sure if I tried downloading your free version. Is it safe? It has been sitting on my computer since 01/01/16 and it never completed downloading. Should I remove it or complete the download? Also what is this for?

The application is used as a file manager that allows you to see and manage directories on your PC. It supports drag and drop, cut and paste between files and folders. You can think of it being more like Total Commander or something related.
Of course, the software might be downloaded and installed on your PC through the other program's installation. Sometimes this is called a program's bundle. You can access Uninstall a Program in Control Panel to remove it from your PC.
